"Halal certified" on a website is a claim. These are the ten things that have to be true behind it before a Halal supplement manufacturer in Malaysia can legally and credibly make your product — and each one is checkable.

Use this as a scorecard. A factory that clears all ten is a real option; one that clears six is a risk you are choosing to take.

1. A MeSTI certificate for the premises

Non-negotiable and non-optional. MeSTI is administered by the Ministry of Health and is the legal prerequisite for manufacturing food in Malaysia. Certificates are listed in the Ministry's FoSIM system, so the claim is verifiable.

If a prospective manufacturer cannot produce a MeSTI certificate, they should not be making your product at all. D&O holds cert. ME0523069-0/1.

2. JAKIM Halal certification that covers your product category

Certification is scoped. A certificate covering instant beverage powders does not automatically cover a capsule product or a savoury seasoning line. Ask for the page listing your category, not a general statement.

Food is certified against MS 1500, the Malaysian Standard for Halal food production, preparation, handling and storage. Verifiable in JAKIM's MYeHALAL directory.

3. Halal certificates for every raw material

The factory's certificate is not enough on its own. Each ingredient entering a Halal-certified line needs its own valid certificate from its supplier — an assurance in an email is not a certificate.

This is where most delays happen. See the ten ingredients that fail Halal certification for the ones that come up repeatedly.

4. GMP certification for food

Good Manufacturing Practice covers how the factory is actually run: personnel, premises, equipment, documentation, production and quality control. In Malaysia it is certified against MS 1514, by bodies such as SIRIM QAS International.

It is usually the first document a distributor or retail buyer asks to see. D&O is certified to MS 1514:2022, cert. GMP 00203.

5. HACCP, with control points that match your process

HACCP identifies where contamination could occur, sets critical control points and monitors them continuously rather than relying on finished-product testing. Certified in Malaysia against MS 1480.

Ask which control points apply to a dry powder line specifically — moisture control at intake, metal detection, and allergen segregation are the ones that matter here. D&O holds MS 1480:2019, cert. HACCP 00425.

6. A food safety management system — ISO 22000

ISO 22000 wraps HACCP inside an audited management system covering communication, hazard control and continuous improvement, reassessed on a regular cycle rather than once.

International buyers and corporate procurement teams tend to name it specifically. D&O holds cert. FSMS 00229.

7. Segregation and dedicated equipment where required

Halal integrity depends on physical separation as much as on paperwork. Ask how equipment is segregated, how cleaning between products is validated, and whether any non-Halal production runs on the same line.

For a plant that manufactures only Halal-certified products, the answer is simple. For a mixed plant, the cleaning validation is what you are relying on — so ask to see it.

8. Traceability from raw material to finished batch

You should be able to take a batch code from a finished pack and trace it back to the raw material lots, the operators, the blending record and the QC results. If a complaint or a recall ever happens, this is the whole difference between a contained problem and an uncontained one.

9. In-house quality control, not outsourced sign-off

Raw material checks on intake, bulk QC before filling, and finished-goods checks before release — done by the factory's own QC function.

Ask who signs release, and whether that person reports into production or independently of it. The answer tells you how QC actually behaves under schedule pressure.

10. Product registration and labelling support

The factory's Halal certificate does not cover your label. A competent manufacturer knows the permitted ingredients, the nutrition panel format and the claim rules for your market, and flags a problem before the run rather than after it.

The claims question is the one that catches people: a Halal certificate says nothing about whether you may describe a product as "detox" or "immune-boosting".
